Is it possible for a kick option to be worked on/reworked?
It's crazy how some imbeciles throw a game just because they want a stacked team/dont have a stacked team.
It's not happening because:
1) Your average player in a lobby abuses vote kick to kick rookies from his team, especially in a lobby with mutuals;
2) The average player in a lobby also abuses it to kick people who hasn't said a word to the other team while the other team is complaining about lag, (no, they are not implementing region-based servers which would split the community further);
3) The average player with mutuals in a lobby kicks people at the very last minute of a match as sabotaging or trolling behavior.
Because kick vote itself enables toxicity, prevents rookies from enjoying the game, enables racism towards other players from other countries whose people deal with distance lag, enables abuse of unfairly kicking, they have stated it will not come back. You can argue the usage of "continent tags" as rule set, and it already has said that be unable to be implemented, same with ping limit, which also would result in a disaster once people's internet decides to spike up, regardless if it's their internet or their packets not reaching server/people (p2p) in a match, which would result into accidental kicks mid match. Your best bet is to either play with friends, find a clan and do intras, or play with the mindset of focusing on your entire gameplay and doing better than opposite team, even if this game is intended to be a team work game, but unfortunately, not everyone in a match has the same mindset of pushing themselves to do better, both as a team or a player in a team. Good luck.

If you care enough, you can clip it and report them, since it falls under the category of "sabotaging your team". You can use medal.tv, OBS, Nvidia shadowplay to clip it. Short clips are accepted must be multiple occasions if you decide to do so, longer ones are probably better. Besides medal.tv, you can also use twitch clips if you stream, streamable to upload your clips and link them in the ticket. It will take support a few hours to maybe a day or two for them to review it and apply punishment. If it's their first few offenses, it will only result in maybe a day or 3 day suspension if I am not mistaken, multiple of them resulting in a permanent at some point. I am not sure if they are allowed to make new accounts in the ban period, and be aware that if you do so, don't say a word to them to keep anonymousity and prevent further harassment.
